There are some key differences between the National Planning Policy Framework (NPPF) from 2012 and the latest in 2019. For those that don’t know, Planning Law has been changing a lot and it’s also been changing for the potential rollout of 5G. In summary, it’s further proof 5G is a military weapon; 5G needs PROVEN consumer demand to be legally rolled out; and that the Government and Councils are putting all their eggs in one basket with ICNIRP a body that cannot even backup its data on radiation exposure from RF, 3G, 4G, 5G, WIFI and EMF.

How to Legally Oppose Planning for 4G & 5G Mobile Phone Masts or Cell Towers

2012

42. Advanced, high quality communications infrastructure is essential for sustainable economic growth. The development of high speed broadband technology and other communications networks also plays a vital role in enhancing the provision of local community facilities and services.

2019

112. Advanced, high quality and reliable communications infrastructure is essential for economic growth and social well-being. Planning policies and decisions should support the expansion of electronic communications networks, including next generation mobile technology (such as 5G) and full fibre broadband connections. Policies should set out how high quality digital infrastructure, providing access to services from a range of providers, is expected to be delivered and upgraded over time; and should prioritise full fibre connections to existing and new developments (as these connections will, in almost all cases, provide the optimum solution). 

Comment:

Social well-being? This is Orwellian Double-Think in action. I hate to use a fictional book, but it’s true. It’s been proven that social media and the Internet is addictive and it actually has degraded social well-being. Around 18 Pubs are closing every week, whilst supermarket booze consumption is up along with alcohol-related deaths. Facebook is guilty of being the most likely cause of break ups in marriage. And people who use smart phones are less likely to smile.

43. In preparing Local Plans, local planning authorities should support the expansion of electronic communications networks, including telecommunications and high speed broadband. They should aim to keep the numbers of radio and telecommunications masts and the sites for such installations to a minimum consistent with the efficient operation of the network. Existing masts, buildings and other structures should be used, unless the need for a new site has been justified. Where new sites are required, equipment should be sympathetically designed and camouflaged where appropriate.

2019

113. The number of radio and electronic communications masts, and the sites for such installations, should be kept to a minimum consistent with the needs of consumers, the efficient operation of the network and providing reasonable capacity for future expansion. Use of existing masts, buildings and other structures for new electronic communications capability (including wireless) should be encouraged. Where new sites are required (such as for new 5G networks, or for connected transport and smart city applications), equipment should be sympathetically designed and camouflaged where appropriate.

Comment:

“The needs of consumers” to me sounds like whatever the Telecoms providers or businesses advise. It’s becoming clear that they have to drum up interest and consumer support from their 5G test bed areas to technically create enough demand to ‘meet the needs of the consumer’ on a national level. So all we need to do is increase pressure on Councils and Governments to make sure that our communities are kept 5G-free.

The outcome of consultations with organisations with an interest in the proposed development, in particular with the relevant body where a mast is to be installed near a school or college, or within a statutory safeguarding zone surrounding an aerodrome, technical site or military explosives storage area.

Comment:

We can only speculate the reasons why ‘military explosive storage’ has been added. I cannot help but speculate for you, 5G is a beamforming technology. This means that any mast or array can focus a lot of power into one area. Some 5G masts can only operate at 25% of their theoretical maximum power for 8×8 array antennas. Imagine 100%? We’ve also seen videos of 5G masts in the USA being installed with 2-5 gigawatt capacity cabling. Also, this little addition backs up the theories as to why the whole Western World is banning Chinese 5G technology. The most important point is that businesses only have to consult with schools and colleges, why on earth is it not banned? Adults have limited protection, but children have none to radiation.

Excerpt 4:

115. For an addition to an existing mast or base station, a statement that self-certifies that the cumulative exposure, when operational, will not exceed International Commission guidelines on non-ionising radiation protection.

Comment:

ICNIRP are the chosen body by the UK Government and others around the World to ‘set’ these guidelines. Yet they have written this legal statement in their website saying that every piece of data they’ve given to our Government might or might not be true:

To push the knife deeper, Simon Mann, heads the Physical Dosimetry Department at Public Health England’s Centre for Radiation, Chemical and Environmental Hazards, but also is a member of ICNIRP. To me, this is a conflict of interest, as on one hand he’s doing work for the Government in the name of the Public, then he’s working for a private body that cannot even be sure of what they’re talking about in case they’re sued for God’s sake!
